Minneapolis Park Commissioner Brad Bourn has been fined $1,600 for falsely claiming that he had been endorsed by two southwest-area legislators during his successful run for his seat last fall.
The order, issued Friday by a panel of three state administrative law judges, came in response to a complaint by Meg Forney, who finished as the runner-up for the open park district seat.
The judges concluded that Bourn knowingly made a false claim that Sen. Scott Dibble and Rep. Frank Hornstein, both DFL-Minneapolis, had endorsed him, and didn't obtain written permission before using their names. The judges said the claim likely influenced some voters in the heavily DFL district, but they said they couldn't conclude that Forney would have won without the claim.
"It's just so terribly sad that the voters have been deceived," Forney said. "We as candidates need to be accountable, and we also need to police our own backyard. I hope he'll learn, and the voters will hold him accountable."
The panel rejected his complaint that Forney improperly claimed endorsement by a public employees union and falsely implied she'd reeived certain endorsements that were from her 2005 campaign. ###

This should be brought to the attention of the Ethics Committee at the Park Board. Does anyone know if there is an ethics committee and who chairs it? Is it Pres. Erwin?

I dont think there is such a thing as an ethics committee. If their was, wouldnt Fine and Gurban have been booted out long ago? What kind of punishment did the Board impose on Commissioner Kummer when she was convicted of lying about having the DFL endorsement to win over Stone in '05? That may be a good standard of punishment for Bourne.
ReplyDeleteWhat's up with all the campaign violations with Park Board races anyway? There seems to be a disproportionate amount.
Bourn and Kummer can't be compared. Apples and oranges. Kummer was a DFL member. She put the letters DFL on her sign in small letters. When called on this, it is my recollection that she changed the signs and flyers to 'DFL Member' to avoid any confusion. She did not state anywhere, in print or on signs, that she was endorsed by the DFL.
ReplyDeleteBourn was different. He stated straight up that he was endorsed by certain individuals that he knew he wasn't endorsed by.
While I believe it was argued that Kummer was creating the illusion that she was the DFL endorsed candidate and thus fined $600, Bourn was not creating any illusions. He straight up was not honest about who he was endorsed by.
Has Mr. Bourn acknowleged lying and accepted responsibility? If not, he shouldn't be chairing ethics committee.
